noticed there was no personal hotspotsettings in ios8 i later found out how to enable it no personal hotspot menu in settings on ios8 to enable it, follow this procedure. in settings, go to cellular
How To Activate Iphone Location Services, cellular data network copy data settings.. apn, and username and password if available scroll down to the bottom
locate personal hotspot settings and paste apn settings select all copy scroll down to personal hotspot settings paste go back wait for a couple of seconds personal hotspot now available thanks for watching!
